Either the breaker is worn out or the panel is carrying more than it’s rated for. Both get worse, not better.

Certain panel and breaker brands from past decades are known fire risks. If yours is one of them, replacement isn’t optional.

That’s a voltage drop under load — a sign the panel or the service feeding it is undersized for the house.
